In June, National Park Service Director Jonathan B. Jarvis wrote to Schwarzenegger, informing him that closing state parks, which received assistance from the Federal Land and Water Conservation Fund State Grant Program, would jeopardize future reimbursements and funding under that program.
To close those parks, Jarvis wrote, violates the contract between the state and the federal government.
Jarvis, who is the regional director for the Pacific West Region, identified Benbow Lake State Recreational Area, Humboldt Redwoods State Park, Jedediah Smith Redwoods State Park and Richardson Grove State Park as among the 67 parks or state recreation areas which have had federally funded projects.
Under the provisions of the contract, Jarvis wrote, “The state also provides assurances as to its ability to effectively operate and maintain the facilities acquired or developed by the LWCF project that … it shall not convert any fund-assisted areas to other than public outdoor recreation use without the approval of the secretary of the interior.”
